The document names countering drug cartels in North and South America as the main U.S. priority in combating terrorism. At the same time, the harshest wording concerns the situation in Europe.
“Well-organized hostile groups exploit open borders and the associated globalist ideals. The more these foreign cultures expand and the longer current European policies remain in place, the more guaranteed terrorism becomes,” the strategy states.
Despite the sharp rhetoric, the document also notes that European states remain key and long-term U.S. partners in the field of counterterrorism.
At the same time, the Trump administration believes that Europe is under serious threat and must significantly strengthen its counterterrorism measures.
The strategy emphasizes that EU countries need to “immediately increase counterterrorism efforts” in order to stop the “decline” of the security situation on the continent.
