Analysts from the Institute for the Study of War (ISW) warn that the kremlin is intensifying multi-vector information campaigns aimed at undermining Europe’s involvement in the peaceful resolution of the war in Ukraine. russia spreads disinformation about the alleged “prolonging of the war” by the West, threatens with nuclear weapons, and claims an “inevitable victory for russia” to weaken support for Kyiv.

The ISW report states that the russian authorities are promoting three key rhetorical directions in the Western information space:

  • Accusing Europe of prolonging the war;
  • Threats of using nuclear weapons;
  • Claims of “russia’s inevitable victory.”

According to analysts, kremlin spokesman Dmitry Peskov and the head of the Russian Direct Investment Fund, Kirill Dmitriev, recently made a series of statements intended to undermine trust between the United States and European partners. Moscow actively uses Dmitriev to promote its messages on English-language platforms, particularly regarding sanctions and the peace process.

ISW paid special attention to the statements of Deputy Chairman of the Russian Security Council, Dmitry Medvedev. On August 31, he attacked French President Emmanuel Macron and German Chancellor Friedrich Merz in his X account in English, cynically comparing the situation to 1945 and even threatening to “identify by teeth,” implying a nuclear strike.

Analysts emphasize that the kremlin is trying to create the illusion of an “inevitable victory” through exaggerated reports from the russian Ministry of Defense about advances on the front. In reality, territorial gains are minimal and do not correspond to the enormous losses of the aggressor’s army.

ISW concluded that Moscow’s information pressure aims to compensate for military failures and disrupt Western coordination in achieving peace in Ukraine.
