On Wednesday, January 14, the European Commission approved a package of legislative proposals that will allow Ukraine to receive a €90 billion loan for financial and military needs in 2026 and 2027.

European Commission President Ursula von der Leyen noted that the loan was granted within the framework of enhanced cooperation involving 24 of the 27 EU member states. The legislative package provides for the allocation of funds as follows: €30 billion for budget support and €60 billion for military purposes.
The proposals include the creation of a loan to support Ukraine, amendments to the Ukraine Facility Regulation to implement budget support, and changes to the Multiannual Financial Framework Regulation to cover the loan from the EU budget reserve.
