Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, stated that the defense of the population and critical infrastructure remains the main task of the government and the Armed Forces command. To achieve this, traditional air defense systems are being combined with new technologies, including interceptor drones and expanded electronic warfare (EW) coverage.

One of the priorities is the creation of a new type of force in the Air Force — unmanned air defense units. According to Syrskyi, these drones already demonstrate about 70% effectiveness in destroying Russian “Shahed” drones, with ongoing efforts to scale them up, staff them, and integrate them into the command structure.
The general also noted the increase in combat helicopters equipped with specialized systems for detecting enemies under various conditions, enabling the downing of up to 40% of drones in certain areas. The use of light aircraft with machine gun mounts and the acquisition of specialized planes for counter-drone operations is also being considered.
In parallel, electronic warfare measures are being developed: plans include creating three- to four-fold coverage of critical sites with EW systems and expanding radar coverage, integrating it into a unified automated control system. Drones will be intercepted at the first line as soon as they cross the combat zone boundary.
Syrskyi also commented on the concept of reforming the Armed Forces of Ukraine: transitioning to a corps-based system, adapting personnel numbers and functions during peacetime and wartime, and reviewing structural approaches based on modern threats and international experience.
“The structure and size of the Armed Forces of Ukraine must correspond to the challenges of war,” concluded the Commander-in-Chief.
