The president does not rule out holding a nationwide referendum to approve a 20-point peace agreement intended to end the war. Under one scenario, the vote could be held simultaneously with elections, and the document could be submitted either for parliamentary ratification or for a nationwide plebiscite.

Political analyst Volodymyr Tsybulko, speaking on the Pryamyi TV channel, expressed serious reservations about such plans. In his view, the key problem is the complete lack of public disclosure regarding the content of the 20-point peace plan that is proposed to be put to a referendum.
The expert suggested that one of the foreign parties may seek to avoid ratifying the agreement and security commitments in its own parliament. In that case, a referendum in Ukraine would not provide real security guarantees and could turn out to be merely a formality.
“What matters to us are security guarantees and mechanisms that are triggered automatically the moment the first armed citizen of the Russian Federation crosses the line of demarcation. Without consultations—NATO aircraft automatically take off and head toward Russia. We do not need any other mechanisms,” Tsybulko emphasized.
The political analyst also warned that under the guise of a referendum, society could be presented with a “clumsy agreement” that, in essence, would be no better than the Budapest Memorandum.
He recalled that the Budapest Memorandum was not ratified by the parliaments of the signatory countries at the time, which ultimately made it ineffective in ensuring Ukraine’s security.
