Ukraine received a historic support package from international partners at Ramstein, which will strengthen drone units and provide basic supplies for brigades. At the same time, the Ministry of Defense is developing a system of digital officers to implement innovations in the military.

This was stated by Defense Minister Mykhailo Fedorov in an interview with journalists. According to him, the ministry changed its approach to working with partners by presenting specific projects and a war plan. Thanks to this, funds were secured to support drone assault units, provide basic drone supplies for brigades, operational drones, and additional PAK-3 missiles for air defense.
“At Ramstein, we received a historic support budget from our partners. We changed our approach to working with partners. We started pitching specific projects. We presented our war plan at Ramstein, then the projects and operations that need to be carried out. We explained the connection and what the partners would gain from this,” Fedorov said.
Additionally, the Armed Forces of Ukraine are developing a vertical of digital officers who will introduce innovations in the military.
“The first digital officer has already been appointed. In each corps and each brigade, there will be a digital officer implementing innovations and changes,” the minister added.
The process for obtaining deferments is also being optimized. According to Fedorov, this has helped avoid queues at military commissariats. At the same time, the team is working on economic warfare, including blocking Russia’s “shadow fleet” and limiting the processing of Russian oil.
“Russia immediately launches missiles at us from the production line. That’s why they increased crude oil exports – they need cash. Their budget deficit is growing. So we need to continue pressing because we are approaching their pain point,” the minister said.
Competence centers are also being created in key technological areas, including drones, Middle Strike (medium-range Ukrainian strike drones), Deep Strike (long-range Ukrainian strike drones), artillery, and others.
“The purpose of the centers is to constantly analyze the next step and win in the technology war,” Fedorov explained.
The minister also noted the critical need for PAK-3 missiles for air defense and announced plans to create joint consortia with partners for accelerated production of such missiles.
“Ukraine has great potential to independently produce anti-ballistic systems and missiles. We need a dedicated project for this – the mathematics is complex and requires more time. But Ukraine must definitely develop its own projects,” he stated.
