Companies planning to obtain or confirm “critically important” status in July 2026 must already ensure an average salary of at least 25,941 UAH based on June results, otherwise they may lose the right to reserve employees. Businesses must also comply with updated reservation quotas, as exceeding them may lead to the loss of critically important enterprise status. This was reported by the Ministry of Economy in response to a request.

The ministry explained that the average salary at an enterprise must be at least three minimum wages — currently 25,941 UAH. When reviewing documents, state authorities will take into account indicators from the last calendar month, meaning that for applications in July, the key factor will be salary levels in June.

The Ministry of Economy noted that current decisions granting critically important enterprise status, valid as of June 2, 2026, remain in force until their expiration, but no later than September 1, 2026. At the same time, many companies will soon undergo re-confirmation of status under updated criteria.

Until the review of sectoral and regional criteria is completed, submitting new applications is not recommended. All relevant authorities must update criteria by June 10, 2026, after which enterprises will be able to apply for confirmation or acquisition of the status.

Special conditions are preserved for enterprises operating in areas of possible or active hostilities. For them, the minimum average salary is set at 21,618 UAH (2.5 minimum wages).

Resolution No. 692 also changes reservation rules: employees who already have deferments on other grounds, as well as part-time workers, will be counted only at one place of employment. The changes will take effect on September 1, 2026.

If an enterprise exceeds the permitted number of reserved employees, management must submit a request via Diia to cancel excess reservations within 10 working days. Failure to comply may result in the loss of critically important enterprise status.

The changes also affect Diia.City residents: the status alone is no longer sufficient — companies must also confirm compliance with salary criteria and submit tax reports for the last six months.

According to Economy Minister Oleksii Sobolev, the new requirements will increase budget revenues. The government estimates a potential additional effect of 10–13 billion UAH.

According to the Ministry of Economy, more than 1.3 million employees are currently reserved in Ukraine, and no significant changes in this figure are expected.
