A Human Rights Protection Center has been opened in Lviv, which will provide legal and educational assistance to internally displaced persons, veterans, families of servicemen, and other citizens who need rights protection in wartime conditions. On Monday, May 18, Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets took part in the opening of the center.

According to him, the Lviv region has played a special role in supporting Ukrainians since the beginning of the full-scale invasion.

“Lviv region is not just one of the regions of Ukraine. It is a region of the European borderland. It is a humanitarian hub that, from the first days of Russia’s full-scale invasion, has been holding one of the most important directions of assistance to Ukrainian citizens,” the ombudsman said.

Lubinets also noted that after his appointment in July 2022, he began decentralizing the ombudsman’s institution.

Previously, most staff worked in Kyiv, and citizens had to travel to the capital to submit complaints. Later, regional teams were created in oblast centers, followed by regional offices.

The new center in Lviv is part of this reform and a new model of public administration. It includes reception offices for citizens, meeting rooms, workspace for staff, and a mother-and-child room.

Similar centers already operate in Kropyvnytskyi and Odesa, and the network is planned to expand further.

The newly established center will provide systematic legal assistance to IDPs, veterans, families of military personnel, and other citizens, as well as monitor human rights compliance in the Lviv region and coordinate cooperation between state authorities, local governments, civil society organizations, and international partners.
