The National Bank of Ukraine (NBU) is conducting a detailed review of the incident involving video verification at Monobank and is analyzing the documents provided by the bank, said the head of the regulator, Andriy Pyshnyi, during a speech in the Verkhovna Rada on March 26.

According to him, the information about the results of the examination, which confirmed that a Russian flag was visible in the video, has only been taken into account — it will still be fully examined. A final decision on possible violations and sanctions may be made within six months, in accordance with the legally defined timeframe of the administrative procedure.
Pyshnyi emphasized that the emotional reaction of society to the appearance of Russian symbols is understandable, but any actions by the bank must remain within the framework of current legislation. The NBU is analyzing whether Monobank’s actions comply with internal procedures and banking secrecy requirements.
Mechanism for reviewing the situation:
- The incident occurred on March 9 and quickly gained widespread attention;
- On March 10, the NBU sent a request to Monobank;
- The bank provided a large package of documents and explanations;
- NBU specialists are currently analyzing them;
- After the review, a report will be prepared for the Banking Supervision Committee, which will decide on the possible initiation of administrative proceedings.
Pyshnyi noted that the regulator is restricted in disclosing details due to banking secrecy laws until all procedures are completed.
