🏥 During martial law and general mobilization in Ukraine, territorial recruitment center (TRC) representatives deliver summons to conscripted citizens. However, the TRC and military commissariats cannot independently determine citizens’ fitness for service.

This was reported by the Communications Department of the Land Forces Command (LFC), according to media. Only the military medical commission (MMC) is responsible for such decisions.
“Fitness for military service is determined exclusively by the military medical commission… No TRC or military commissariat serviceman has the authority to independently declare a person fit or unfit for service,” the document states.
The Land Forces Command noted that in cases of mobilizing unfit persons, including those with mental disorders or addictions, such cases are subject to verification, and offenders bear responsibility according to current legislation.
Additionally, the command submits requests to the Medical Forces of the Armed Forces of Ukraine to inspect the activities of non-staff military medical commissions at district TRCs and military commissariats to ensure compliance with the Ministry of Defense Order No. 402 during medical examinations of conscripts.
Let us remind you, the Ministry of Defense of Ukraine will supplement the system of paying fines from the Territorial Recruitment and Social Support Centers for violations of military registration rules by conscripted Ukrainians. Very soon, these fines will be payable through the Reserve+ app.
