Hungary and Russia signed a 12-point plan to deepen cooperation in the fields of economy, energy, trade, and culture, according to documents obtained by journalists. The signing took place after a meeting between Hungarian Foreign Minister Péter Szijjártó and Russian Health Minister Mikhail Murashko in Moscow in December 2025.

The document outlines areas of bilateral cooperation, including nuclear fuel, education, sports, energy, industry, and healthcare. The plan предусматривает improving trade and economic cooperation, new projects in electricity and hydrogen production, expansion of cooperation in the oil, gas, and nuclear sectors, as well as the development of cultural and sports exchange.

The agreement includes exploring opportunities for Russian-language education, academic exchange, and mutual recognition of qualifications. At the same time, it emphasizes that deepening cooperation with Russia should not contradict Hungary’s obligations as an EU member.

Szijjártó noted that bilateral relations are determined by the country’s national interests, not external pressure.
