Neither proposal—Democratic nor Republican—received the required number of votes. The main point of contention was the provision on tax benefits for health insurance for vulnerable population groups.
Democrats insist on extending expanded benefits under the Obamacare program so that Americans can afford private health insurance. Republicans, however, argue that such measures place an excessive burden on the federal budget.

A shutdown in the U.S. means a temporary halt to government operations due to a lack of funding. During this period, some federal employees are placed on unpaid leave, while essential workers—such as military personnel, law enforcement, and aviation security—continue to work without pay, which they will receive only after a budget is approved.
If no compromise is reached in the coming days, the country could face the largest shutdown in recent years.
