A recent survey by the Kyiv International Institute of Sociology (KMIS) showed that 76% of Ukrainians categorically reject the Russian plan to end the war, which involves giving up four regions, reducing the Armed Forces, and abandoning NATO membership. Even after adding a clause about the possible accession of Ukraine to the EU, the majority of the population remains opposed.

This figure has slightly decreased compared to May, when 82% were against it. Meanwhile, willingness to accept Russia’s conditions has increased — it is now 17% (compared to 10% in May).
The survey also explored Ukrainians’ attitudes toward an alternative U.S. plan, which proposes a ceasefire along the current frontline, security guarantees from European countries, maintaining Russian control over Crimea, and lifting sanctions against russia in exchange for Ukraine’s European integration.
49% of respondents consider this option unacceptable (13% less than in May), while 39% could support it (up from 29%).
The most support was given to the joint Ukraine-Europe plan — which includes security guarantees from the U.S. and EU, continuation of European integration, non-recognition of occupied territories even under Russia’s de facto control, and gradual easing of sanctions.
This option is supported by 54% of respondents (compared to 51% in May), while 30% reject it (down from 35%).
