The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, has drafted a list of demands that the EU plans to present to Russia as conditions for a peace agreement. These include the withdrawal of Russian troops from Ukraine, Belarus, Moldova, Armenia, and Georgia.

The document will take a central role at the EU Foreign Ministers’ meeting scheduled for Monday, February 23.
Key demands include the withdrawal of all troops from the specified territories, as well as nuclear weapons stationed in Belarus. A negotiation representative noted that it is important for flexibility in peace agreements to be demonstrated not only by Ukraine but also by Russia.
The peace agreement must also comply with international law and not violate national legislation. If Ukraine is required to reduce its army, similar requirements must apply to Russia. Territories that Ukraine may potentially cede to Russia cannot be legally recognized as part of Russia de jure.
The EU also demands the introduction of entry bans for Russians who participated in the war, as well as a full investigation of war crimes without limitations.
