The German publication Spiegel reported that until 2014, Germany actively cooperated with the Russian army, training its soldiers and supplying high-tech equipment for training centers.

According to journalists, German instructors trained Russian military personnel at the combat training center in Altmark, established by the Bundeswehr after the withdrawal of Soviet troops. Laser trainers, Duel Simulator systems, and urban combat models were used, allowing realistic combat scenarios to be practiced without live ammunition.
In 2011, at Vladimir Putin’s initiative, similar training centers were planned in Russia, including in Mulino, with the company Rheinmetall set to supply equipment worth up to 1 billion euros.
Despite warnings from some German officials, the Berlin government supported the project, hoping to improve relations and strengthen trust between the armies of the two countries.
The cooperation continued until the annexation of Crimea in 2014, after which Germany revoked export licenses, and Rheinmetall officially distanced itself from the agreement, stating that it had been concluded under political pressure.
