The war between Russia and Ukraine threatens further escalation, but Moscow will not be able to achieve its strategic goals. This was stated by U.S. Secretary of State Marco Rubio during a hearing before the U.S. House Foreign Affairs Committee on June 3.

According to him, the Kremlin’s ambitions have effectively reached a dead end, as the situation has no military solution.
Rubio emphasized that Russia’s war against Ukraine has lasted longer than World War II, with both sides effectively engaged in positional warfare with limited territorial changes.
“This war has been going on longer than World War II. Both sides are exchanging kilometer for kilometer. Russia is losing five thousand soldiers a week — this is an insane situation. It is a kind of stalemate that risks escalation,” he said.
The U.S. Secretary of State also noted that Russia’s level of losses is, in his view, extremely high, describing the situation as a strategic catastrophe for Moscow.
At the same time, Rubio stressed that most international observers, as well as some Russian representatives, acknowledge the failure of the initial objectives of the invasion.
He said the only realistic way to end the war is through diplomatic negotiations.
“This war has no military solution — it must be resolved through diplomacy,” he concluded.
