Kazakhstan has introduced new export control rules that will be in effect for one year. The initiative aims to limit the re-export of dual-use goods to Russia and reduce the risks of sanctions evasion.

The updated regime requires mandatory licensing for the export of certain goods subject to Western sanctions, as well as strengthened control over products imported from the EU, the U.S., and the U.K. For these goods, further re-export within the CIS, including to Russia, is prohibited.

The State Export Control Service of Kazakhstan noted that Astana is increasing coordination with the European Union to prevent sanction-related transit, while trying to maintain a balance between Western partners and Moscow. Kazakhstan is not formally joining sanctions but demonstrates a willingness to restrict Russia’s access to goods critical for its defense-industrial complex.
