During her visit to Kyiv, EU High Representative for Foreign Affairs Kaja Kallas announced a number of new EU initiatives to support Ukraine in its war against Russia.

According to her, the EU will provide €10 million to establish a special tribunal to investigate crimes of Russian aggression.
“I can also announce today the first €10 million for the creation of a special tribunal to investigate crimes of Russian aggression,” Kallas said.
She emphasized that Russia’s economy is in deep crisis — inflation has exceeded 20%, reserves are depleted, and growth has almost stopped.
In addition, the EU has already allocated €800 million to help Ukraine during the heating season and is preparing another €100 million for generators, shelters, and humanitarian needs. An additional €2 billion will go toward cybersecurity and veterans’ support.
Another key initiative will be a reparations plan based on frozen Russian assets. Kallas stressed that these funds must work for the benefit of Ukraine and not become a burden on EU taxpayers.
“Today we are allocating another €6 million to support children abducted by Russia and victims of sexual violence,” the EU representative added.
Kallas also warned about the increase in hybrid attacks and urged to turn Europe’s economic power into effective deterrence of war, emphasizing that strengthening defense is aimed not at escalation, but at preventing new conflicts and meeting NATO standards.
