Russia has launched a large-scale information and psychological campaign that may serve as a preparatory stage for a potential armed conflict with NATO, according to the Institute for the Study of War (ISW).

Analysts note that Moscow is using fake stories and accusations against Western countries to create preconditions for “false flag” provocations. In particular, Russia’s Foreign Intelligence Service claimed that the United Kingdom is allegedly preparing an attack by “pro-Ukrainian Russians” on a military or civilian vessel in a European port.
Russia also accuses London of supposedly transferring Chinese underwater equipment to saboteurs in order to later shift the blame to Beijing.
ISW emphasizes that such information attacks repeat Moscow’s old tactics—disinformation campaigns targeting Poland, Moldova, and Serbia.
“This pattern of organized activity indicates that Russia has entered the first phase of preparing to escalate the war—potentially toward a direct conflict with NATO,” the analysts stated.
The report also notes that Russia is implementing a long-term military strategy, including the restructuring of military districts in the western direction and the construction of bases near Finland.
Nevertheless, ISW has found no signs of immediate preparation for an armed clash with the Alliance, but stresses that the Kremlin’s information warfare is already active and coordinated.
