German Chancellor Friedrich Merz stated that Vladimir Putin is conducting a hybrid attack against Europe and Germany, simultaneously combining information warfare in the West with armed aggression against Ukraine.

According to Merz, the Kremlin aims to:
- “Turn the political order of Europe upside down”;
- Undermine the stability of democratic societies;
- Sow fear through an increase in drone incidents in Europe.
“He is waging a hybrid war against us. We will not allow ourselves to be intimidated and will defend ourselves effectively against this threat,” the chancellor emphasized.
Merz also described Russia as a tough adversary and an enemy of the political order on which modern Europe is based.
This statement reflects Berlin’s growing concern over Kremlin actions that combine cyberattacks, disinformation, and military aggression, creating new challenges for EU security.
