Ukraine remains under martial law and general mobilization. Men aged 25 to 60 may be called up for military service, but the legislation provides categories of citizens who are exempt from mobilization.

Those who will not be drafted into the Armed Forces of Ukraine in March include:
- Persons unfit for service due to health reasons, as determined by a medical commission (VLC);
- Citizens with disabilities of group I, II, or III;
- Parents of three or more minor children;
- Guardians and caregivers of children deprived of parental care;
- Those whose parents have group I–II disabilities, as well as a spouse with a disability of any group;
- Parents of children with disabilities or adult children with group I–II disabilities;
- Persons who provide constant care for relatives unable to care for themselves;
- Full-time or dual-form students in higher education institutions, if they are obtaining a higher education degree than they already hold;
- Those whose brothers or sisters were killed or went missing during combat with Russia;
- Citizens who were released from captivity and can serve only voluntarily.
Additionally, persons holding critical positions essential for the country’s security, economy, or social infrastructure are not subject to mobilization.
The right to deferment for parents of many children applies only if they actually support three or more children. In the case of divorce and alimony arrears exceeding three months, the father may be mobilized.
