A retirement pension. However, after reaching the age of 65, such citizens are still entitled to social assistance from the state — its amount in 2025 ranges from 2,361 to 3,028 UAH, depending on the family’s income.

According to the Pension Fund of Ukraine, from January 1 to December 31, 2025, new requirements for insurance record apply:
- at 60 years — at least 32 years of work experience;
- at 63 years — from 22 to 32 years;
- at 65 years — from 15 to 22 years.
If a person does not have even 15 years of work experience by the age of 65, they are not eligible for a pension. In this case, they can rely only on state social assistance.
Work experience can be confirmed by an employment record book, certificates from workplaces or educational institutions, archive documents, or through the insured persons’ register (with data since 2004). For periods before 2004, paper documents must be provided.
Social assistance is calculated as the difference between the family’s average income over the last 6 months and the subsistence minimum for people unable to work — 2,361 UAH. The maximum amount is 3,028 UAH.
To apply for payments, one must contact the social protection authorities at their place of residence with a passport, tax identification code, income declaration, and a certificate from the Pension Fund confirming the lack of required work experience.
