In Ukraine, citizens who have never worked officially and do not have at least 15 years of insurance record cannot qualify for an old-age pension. Instead, after reaching the age of 65, they receive only social assistance — from 2,361 to 3,028 UAH, depending on the household income.

According to the Pension Fund of Ukraine, the requirements in 2025 are as follows:

If a person does not even have 15 years of service, only social assistance is granted. It is calculated as the difference between the household’s average monthly income and the subsistence minimum (2,361 UAH), but cannot exceed 3,028 UAH.

An employment record can be confirmed with a work book, certificates from the workplace or educational institution, archival documents, or data from the insured persons register (since 2004). For periods before 2004, paper confirmation is required.

Social assistance is provided after applying to social protection authorities with a passport, tax identification code, income declaration, and a Pension Fund certificate confirming the absence of an insurance record. The decision is made after document verification.

On the Pension Fund’s web portal, one can check their service record, contribution amounts, salary, and use the pension calculator to estimate future payments.
