In Ukraine, a large-scale reform of the special pension system for military personnel is being prepared, which provides for a transition to a savings-based model and changes in the rules for calculating payments. This was stated by Minister of Social Policy, Family and Unity Denys Uliutin in an interview with ArmyInform.

According to him, the current system, which mainly grants eligibility for a special pension after 25 years of service, does not take into account the contribution of many mobilized servicemen who participated in combat operations but do not have sufficient service length.
The ministry acknowledges that this creates situations where even several years of frontline service do not guarantee the right to a special pension.
The new model envisages the introduction of a professional funded pension: for each year of service, the employer or the state will make contributions to a personal pension account of the serviceman. These funds will remain with the person even if they change profession.
Thus, each year of service will form a separate part of the future pension, which is expected to make the system more fair and predictable.
The government is also considering increasing additional payments for combatants, including linking them to actual combat experience and participation in hostilities.
A transition period is also planned for current servicemen and pensioners to avoid sudden changes and excessive pressure on the budget. During this time, the old rules will continue to apply.
According to Uliutin, the draft law is in its final stage of preparation, and the reform could be launched this year.
