The Ministry of Defense of Ukraine has officially begun implementing the digital military personnel accounting system “Impulse,” which consolidates data on personnel, reduces routine paperwork, and provides secure access to up-to-date information across military units nationwide.

According to the ministry, “Impulse” is the first scalable digital system in the Armed Forces of Ukraine, allowing automation of HR processes, generation of documents and reports, and providing the command with consistent and verified data for operational decision-making.
Key advantages of the “Impulse” system:
- Time savings on paperwork: Automatic generation of orders, certificates, and reports significantly reduces routine operations and frees up resources to work with personnel.
- Convenient access to information: HR services receive a complete picture of service members’ status — on duty, on leave, or in treatment — instead of scattered files and spreadsheets.
- Data-driven decision-making: Reports are generated without discrepancies, enabling the command to make timely and accurate decisions.
- Secure operation: The system meets NATO cybersecurity standards, with clear access control and role management, ensuring safe handling of personal data.
- Core of the Armed Forces digital space: “Impulse” will form the foundation of a unified digital ecosystem for the defense sector and integrate with the Army+ platform, electronic document management, and the Medical Information System.
The system was developed by the Center for Scaling Technological Solutions of the Armed Forces with the participation of IT specialists with extensive experience in civilian and international companies. Deployment in military units is carried out by divisions of the Ministry of Defense and the Armed Forces of Ukraine.
“Impulse” provides fast access to up-to-date information on military personnel, automates paperwork, and generates consistent reports, laying the groundwork for a full-fledged electronic environment within the Armed Forces of Ukraine.
