In the event of an extension of martial law, the rules of mobilization in Ukraine will remain unchanged. The key criteria remain age, military status, and the existence of grounds for deferment or reservation.

The conscription age formally covers men from 18 to 60 years old, however, the determining factor is the status of being liable for military service.

Men under the age of 25 who have not completed military service and are not in reserve are not subject to mobilization. At the same time, they may voluntarily join the military under a contract. If a person under 25 already has service experience or military training, they may be conscripted.

The upper age limit for mobilization is 60 years, and for senior officers it is up to 65 years. Persons over 60 years old may also serve voluntarily under contract.

The main categories subject to mobilization include men aged 25–60 without service experience, if they are deemed fit and do not have deferment or reservation. Men aged 18–60 may also be conscripted if they have military experience or the appropriate status.

It is also noted that citizens who were previously removed from military records due to health conditions but later deemed fit again are subject to mobilization. This also applies to persons previously classified as “limited fit”, who may be mobilized after undergoing a повтор medical commission.

Previously, the Office of the President stated that the mobilization system requires not so much changes in rules as improvement in practical implementation, particularly regarding the proper treatment of citizens during notifications.
