The Ministry of Internal Affairs of Ukraine plans to revise response protocols and the training system for patrol police officers following a terrorist attack in Kyiv. This was stated by Interior Minister Ihor Klymenko.

According to him, as a result of an internal investigation, personnel decisions have already been made — the entire leadership chain of the Kyiv patrol police has been dismissed, from platoon commander to the head of the department. At the same time, he noted that these are not final changes.
Klymenko also announced the strengthening of combat and professional training for personnel. Patrol officers will undergo training at training grounds in a rotational format, and military personnel with combat experience, including from units of the National Guard and the State Border Guard Service, will be involved as instructors.
Separately, the minister emphasized that only those who participated in combat operations will be appointed as deputy heads responsible for training in units. It is also planned to involve demobilized veterans in the police training system.
According to him, the changes will first affect the patrol police and later district departments as well.
Klymenko noted that the relevant instruction to review protocols and training programs was given by President Volodymyr Zelenskyy. The focus is on improving tactics for situations where offenders may have weapons or explosive devices.
The minister stressed that police officers must be prepared for dangerous scenarios even during routine calls. He also mentioned the possibility of temporarily sending law enforcement officers to frontline regions to gain practical experience, including Kramatorsk, Pavlohrad, and Synelnykove.
According to him, patrol officers must be ready for situations involving explosions or the use of weapons during any call.
