The charitable foundation “Kyiv School of Economics,” headed by Tymofiy Milovanov, paid millions of hryvnias to the President’s sanctions policy advisor, Vladyslav Vlasyuk.

According to journalists from “Glavcom,” in 2025 Vlasyuk declared 2.84 million UAH in fees from the foundation. The declaration indicates that he was engaged in scientific activities (research), but Vlasyuk did not comment on the specific topics or results of the research.
Stable payments from the foundation have been ongoing since 2022: from 2022 to 2025, Vlasyuk received a total of 5.05 million UAH.
Previously, Milovanov’s foundation was at the center of a scandal: “Ukrposhta” automatically deducted 1 UAH from each parcel for the needs of the Armed Forces of Ukraine through the foundation. In early March 2026, the police opened a criminal case regarding possible abuse of office by Tymofiy Milovanov and Ukrposhta CEO Ihor Smilyansky; the investigation is ongoing.
