The head of the State Financial Monitoring Service, Filip Pronin, spent most of his time outside the workplace in the first quarter of 2026. According to the agency, he worked only 27 days, while 23 days he was on foreign business trips, 17 days on sick leave, and another 10 days on vacation. This was reported by ZN.UA, citing the State Financial Monitoring Service’s response to an information request. At the same time, the agency did not provide information about the costs of these foreign trips.

In January, Pronin effectively worked only one week — from the 1st to the 9th. After that, he went on sick leave and later traveled on a business trip to Tanzania, including the city of Arusha.

In February, the situation repeated: he was at work for only three days — from February 18 to 20. After returning from Tanzania, he again took sick leave, then went on a business trip to Mexico City, and after a short return, took vacation that continued into early March.

In total, over the first three months of the year, Pronin spent 23 days on business trips, 17 days on sick leave, and 10 days on vacation.

Despite this, he received about 250,000 hryvnias from the state budget for the quarter. Of this amount, over 163,000 hryvnias were salary, about 55,000 were sick leave payments, and more than 31,000 were vacation pay.

The State Financial Monitoring Service also refused to provide copies of reports from these business trips.

At the same time, as ZN.UA notes, the National Anti-Corruption Bureau is investigating a case of alleged embezzlement of 200 million hryvnias during the construction of fortifications in Donetsk region. In October 2025, NABU detectives conducted searches of officials, contractors, and individuals connected to the State Financial Monitoring Service.

In particular, the case involves former officials of the Poltava Regional Military Administration — Filip Pronin and Bohdan Korolchuk, who later received positions in the State Financial Monitoring Service. During searches of Korolchuk, investigators reportedly seized company seals (including offshore ones), equipment for a so-called “conversion center,” as well as undeclared funds — $278,000 and 3.3 million hryvnias.
