Illegal sanctions imposed against the leader of “European Solidarity,” Petro Poroshenko, are hindering the protection of people and businesses from Russian missiles and Shahed drones.

The politician himself stated this during a session of the Supreme Court. He recalled that since the beginning of 2026, Russia has already struck Roshen company facilities twice, resulting in deaths and injuries among employees and rescuers.

“Since our previous session, the Kyiv Roshen confectionery factory was hit by missiles and Shahed drones on January 24, and people died. On February 6, the Roshen logistics center was struck. A firefighter was killed. Firefighters are still in serious condition and have not yet been moved from intensive care. We are taking care of their health.

Now I want to read a literal quote from Government Resolution 1506. You know that enterprises that are critically important for Ukraine’s economy are granted the right to independently, using acquired air defense means, protect people and production facilities. Point 7 states that this resolution does not apply to legal entities, enterprises owned by sanctioned persons. I cannot protect people because the government says that sanctioned persons are prohibited from providing protection, and selling air defense systems is prohibited,” said Poroshenko.

He reminded that Roshen is one of the largest taxpayers to the Ukrainian budget, with payments for 2025 totaling UAH 7.5 billion.

“No one knows the purpose of imposing sanctions against me,” the party leader stated.

He noted that the law clearly specifies a comprehensive list of persons to whom sanctions apply: “I am the author of this law. The transcript of the Verkhovna Rada clearly confirms that sanctions do not apply to individuals, Ukrainian citizens, or residents of Ukraine. It is clearly stated in the first article – applied exclusively and only to non-residents.”

Poroshenko also reminded that a European Court of Human Rights (ECHR) decision has come into legal force, according to which sanctions cannot be applied without justification: “The ECHR clearly states this. Such decisions and mistakes indicated by ECHR rulings must be corrected, because ECHR decisions are law-making.”

“I sincerely hope that today an objective, legal, European, and lawful decision will be made,” the politician emphasized.

Earlier during the case hearing, it became known that some of the documents on the basis of which the sanctions were imposed were submitted to the National Security and Defense Council (NSDC) retroactively, after the decision had already been made and the decree signed.

The court also included in the case materials the ECHR decision of October 16, 2025, in which the European Court of Human Rights recognizes that sanctioned persons in Ukraine do not have sufficient opportunity to defend their rights or proper procedural guarantees against arbitrariness during judicial review of sanctions decisions.

At previous Supreme Court sessions, evidence of falsification of the sanctions decision against Poroshenko was examined. Poroshenko’s lawyers presented a film produced by the “1+1” TV channel, in which Zelensky directly admitted that the NSDC is his weapon and he uses it because it is faster than following the law.

Government representatives also stated that sanctions against Poroshenko were imposed for educational purposes. Additionally, the President’s representative in the Supreme Court acknowledged that changes were made to the signed decree implementing the NSDC decision on sanctions against Poroshenko, which she called “technical edits.”

The President’s representative also previously confirmed during the hearing that the National Bank of Ukraine illegally imposed financial restrictions on Poroshenko.

The court announced a break until April 3 before making a decision.
