In Ukraine, the share of citizens who support holding elections after a ceasefire and with security guarantees has increased. According to a survey by the Kyiv International Institute of Sociology (KMIS), this figure rose from 9% in March 2025 to 22% in September 2025.

At the same time, the majority of Ukrainians—63%—believe that elections should only be held after a final peace agreement and the end of the war. In May 2025, 71% held this view, and in March, 78% did.

The share of those who support elections now, even before a ceasefire, remains low—12%, which has hardly changed compared to previous months.

The survey was conducted from September 2–14, 2025, using telephone interviews in all government-controlled territories. A total of 1,023 respondents aged 18 and older were surveyed; the statistical margin of error does not exceed 4.1%.
