The Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, said that in 2025 he received more than 6,000 complaints from citizens regarding possible violations of their rights during mobilization measures. This is 333 times more than in 2022. He reported this during a speech in the Verkhovna Rada, according to Espreso correspondent Kateryna Halko.

According to Lubinets, the issue of mobilization has become the most acute in his work this year.
“The number of complaints to me regarding violations of the rights of Ukrainian citizens related to the conduct of mobilization, compared to 2022, has increased 333 times. I received more than 6,000 complaints,” the ombudsman said.
He also stated that, in his assessment, Ukraine has not fulfilled all the instructions given to the relevant authorities to improve the mobilization process.
Separately, Lubinets drew attention to reports of cases of unlawful use of force and other violations during the work of territorial recruitment centers.
“Unfortunately, we continue to see the shameful practice of using balaclavas, unlawful use of force, and beatings. It has even come to the point that civilians are being killed in the premises of territorial recruitment and social support centers,” he said.
The ombudsman called for the creation of a working group at the level of the Ministry of Defence with the participation of parliamentary representatives and his office to respond promptly to the situation.
According to him, citizens must feel protected when interacting with recruitment centers, not the opposite.
