During mobilization measures, documents of citizens may be checked by representatives of the Territorial Recruitment and Social Support Centers (TCC), police officers, and the State Border Guard Service of Ukraine. At the same time, the law clearly defines who is entitled to request which documents. This was stated in a comment to the media by lawyer Yuliia Antoniuk.

According to her, TCC representatives have the right during inspections to request only documents related to military registration or identity documents. At the same time, establishing a citizen’s identity and applying coercive measures fall exclusively within the competence of law enforcement agencies.

Only police officers are authorized to detain or take citizens to police stations, the lawyer emphasizes.

Antoniuk stressed that a citizen has the right to demand that a TCC representative identify themselves, state their position, present an official ID, and explain the grounds for the inspection. The mere fact of document checks does not grant the right to detention or forced transport to a military office.

She also noted that if it is impossible to confirm official authority, a citizen has the right not to present documents.

The lawyer added that documents should only be shown for verification, without handing them over physically.

In addition, TCC employees are not entitled to request information that is not related to military registration. This includes, in particular, bank data, income information, property details, as well as medical certificates and other personal documents unrelated to military registration.
