Starting January 1, obtaining passports and other biometric documents will become more expensive for all citizens, except for those applying for an ID card for the first time — this service remains free. The increase is related to the rising cost of forms produced by the State Enterprise “Printing Combine ‘Ukraine’.”

New fees for biometric documents:

Citizens who paid for the service and submitted their application in 2025 will receive documents at the old price. Those who have paid but not yet submitted the application will need to pay the difference according to the new rates.

Fines for an expired passport:

After ages 25 and 45, passport book photos must be updated within one month.

If this requirement is not met, the document is considered invalid.

Fines: first time – warning; repeated within a year – 17–51 UAH.

At the same time, the passport book is valid indefinitely, and replacing it with an ID card is not mandatory.
