In Ukraine, martial law and general mobilization continue to be in effect, under which the procedure for undergoing the Military Medical Commission (VLK) has been defined. A medical examination is mandatory for certain categories of conscripts.

At the same time, citizens who are reserved (booked) and those who have an official deferment from mobilization are not required to undergo a military medical examination. This is reported on the website of the Ministry of Defense of Ukraine.
The ministry states:
“Military liable persons who are reserved or who have been granted a deferment from mobilization are not required to undergo a military medical examination.”
Exceptions to the rules
The Ministry of Defense clarified that there are cases when the VLK is still required:
- when signing a contract for military service;
- in the case of a valid VLK decision on limited fitness without re-examination (except for persons with officially registered disability);
- at the citizen’s own request to undergo a medical examination.
Who must undergo VLK
During martial law, the military medical commission is mandatory for certain categories of citizens. In particular, this includes all conscripts who receive a summons or direction from Territorial Recruitment Centers.
A repeat medical examination is also required for former “limited fit” persons — those who previously had the status “unfit in peacetime, limited fit in wartime” and did not undergo re-evaluation after this status was abolished in 2024.
VLK is also mandatory for candidates for contract service who voluntarily join the Armed Forces. Active servicemen undergo a medical commission when necessary to assess health status, including after injuries.
A separate procedure is defined for women with medical or pharmaceutical education who completed their studies after 2025. They must undergo VLK within 60 days after being automatically placed on military registration and obtain military registration documents.
Composition of the military medical commission
The basic VLK includes a therapist, surgeon, neurologist, psychiatrist, ophthalmologist, otolaryngologist, dentist, and dermatologist.
If necessary, additional specialists may be involved. If pathologies are identified during the examination that cannot be assessed on the spot, patients are referred for additional diagnostics — MRI, CT, or inpatient examination.
