In Ukraine, electricity tariffs may significantly increase in 2026. The Ministry of Economy, in its forecast, assumes that the price will rise by 10–20% annually starting next year (at least until 2028).

These estimates are stated in the Ministry of Economy’s letter No. 3011-02/30287-03 with updated scenario conditions for the economy for 2026–2028. The letter was published by several media outlets.

It is worth recalling that the cost of electricity, according to the forecast, may increase:

  • in 2026, from 4.32 UAH by 10–20% (approximately to 4.75–5.18 UAH per kWh);
  • in 2027, the price, if the forecast holds, may rise to 5.22–6.2 UAH per kWh;
  • in 2028, the tariff will be up to 5.7–7.44 UAH per kWh.

It should be noted that these are only forecasts. The actual price is unknown at this time. Moreover, government forecasts often do not materialize.

The National Bank of Ukraine (NBU) has also reported that electricity tariffs may rise. This concerns the forecast set out in the inflation report. It should also be considered that there is a moratorium in Ukraine on raising tariffs for gas, heating, and hot water – until the cancellation of martial law plus three years. Electricity is not included in this list.

“Longer postponement of decisions … will accumulate quasi-fiscal imbalances and worsen the financial condition of state energy companies. This will increase risks of instability in the energy market, weaken the sector’s investment potential, and only delay price pressure to the future,” the NBU forecast states.

Points to note:

  • The electricity tariff in Ukraine remains at 4.32 UAH/kWh.
  • No decision has yet been made to raise household electricity prices.
  • In principle, a review of the electricity tariff is not possible before October 2025.
  • The NBU believes that utility tariffs in Ukraine must become market-based.

How to pay less for electricity

Install a multi-zone meter.

With two-zone meters, electricity costs half as much from 23:00 to 07:00 – 2.16 UAH per kWh instead of 4.32 UAH.

If 30% of electricity consumption with a two-zone meter is used at night, an average household can save around 100 UAH per month.

With a three-zone meter, there are three tariffs:
– from 23:00 to 07:00 (night) – 1.728 UAH per kWh;
– from 07:00–08:00 / 11:00–20:00 / 22:00–23:00 (semi-peak) – 4.34 UAH per kWh;
– from 08:00–11:00 / 20:00–22:00 (peak) – 6.48 UAH per kWh.

A three-zone meter is suitable for those who consume a lot of electricity and can strictly control the time of appliance use.

To install a multi-zone meter, you need to contact your electricity supplier and order its connection. You will also have to pay for the meter. The procedure for switching to a multi-zone tariff may take several weeks.
