In Ukraine, starting April 1, 2026, cigarette prices are expected to rise by approximately 6%. The average pack may increase by 8 hryvnias – from 134.6 to 142.7 hryvnias. This is due to a new coefficient that will be applied to the excise tax, the State Tax Service of Ukraine reports.

A 1.1 multiplier will be applied to all tobacco products whose excise rate for 2025 was below 60%. Last year, the excise was 58.8% of the cigarette price. The coefficient will be in effect until December 31, 2026, for manufacturers and importers of tobacco products under the HS codes:
- 2402 20 90 10 – cigarettes without filters
- 2402 20 90 20 – cigarettes with filters
According to the State Statistics Service, the current average price of a mid-range filtered cigarette pack is 134.6 hryvnias. After applying the coefficient, the price will rise to approximately 142.7 hryvnias, depending on the brand and manufacturer.
The price increase is related to the planned excise hikes in 2026 – previously, a rise of 2–3.5 hryvnias per pack was expected. This is part of Ukraine’s long-term policy to align tobacco excise rates with European standards. Due to the war, the pace of increases has been slowed, and the process has been extended until 2029.
The main goal of the price increase is not only to fill the budget but also to reduce the number of smokers, following the practice of EU countries.
