⏳ Since autumn 2024, the “Reserve+” app has introduced the option to apply for a deferral from mobilization electronically — though for now, only for certain categories. Other conscripts must still apply through Territorial Recruitment Centers (TRCs).

Who can currently apply for a deferral via “Reserve+”:
– People with disabilities (with a valid certificate or data in the Unified Social Register)
– Persons temporarily unfit for service (based on a Military Medical Commission decision)
– Full-time or dual-form students, postgraduates, and doctoral candidates
– Spouses of military personnel who have a child under 18
– Parents of three or more children under 18
How to apply:
In the app, click on the three dots next to the military registration document and select “Submit deferral request.” No scans or files are needed — “Reserve+” checks everything automatically via state registries.
What to do if data is missing:
If the app cannot find the necessary information, you should contact tech support or the relevant social protection office depending on your category.
Important:
– If a valid deferral already exists — no new request can be submitted
– If the status is confirmed — it appears instantly in the electronic document, which has the same legal force as a paper one
How to apply offline:
Through the TRC with an application, supporting documents (certificates, statements, etc.), and military ID. The commission reviews the application within 7 days. If a TRC refuses to accept your request — that’s a legal violation, as only the commission can decide.
Deferral duration:
– Most categories: until the end of martial law (90 days, renewable)
– People with disabilities: until the expiration of their certificate
– Students and scholars: for the period of study (6–12 months, including holidays)
“Deferrals should be renewed in advance,” lawyers advise, as conscripts without a valid status may be mobilized.
