ГUkrainian citizens can be mobilized into the Armed Forces of Ukraine from the age of 25. Younger men may serve if they are already registered as reservists or voluntarily join the military.

Lawyers from the Free Legal Aid service clarify that during martial law, conscription for mandatory service is not conducted, so men aged 18–25 are not subject to compulsory conscription.
Mobilization applies only to reservists aged 25 or older, or those who have completed a military training department and received an officer rank. Younger men can be mobilized voluntarily, provided they have military or alternative service experience or basic training in military institutions, Armed Forces centers, law enforcement agencies, or educational institutions with relevant programs.
Voluntary contract for youth aged 18–24
The Cabinet of Ministers of Ukraine has introduced a one-year voluntary contract with the Defense Forces:
- Salary up to UAH 120,000 per month
- Social benefits and medical care
- Opportunity for free education and zero-interest mortgage
- Right to travel abroad after one year of service
- Guarantee of exemption from conscription for 12 months after the contract ends
What to do in case of mobilization under 25
If a younger man is mobilized, relatives are advised to contact the higher leadership of the Territorial Recruitment and Social Support Centers (TRC & SSC) for legal clarification and support, according to Anton Revenko, a member of the Ukrainian Bar Association.
