He stated that around 2 million citizens are evading mobilization, and since 2022 approximately 290,000 cases of unauthorized service abandonment have been recorded.
It is noted that the nature of combat has entered a prolonged phase. Ukrainian forces inflict significant losses on the enemy, but soldiers on the front line experience high workloads and fatigue. Many citizens view service as a long-term commitment without clear rotation timelines.
People’s Deputy Oleksandr Merezhko emphasized that the country has sufficient human resources to continue the war, but effective management and personnel motivation remain key.
