Ukraine’s Permanent Representative to the United Nations, Andrii Melnyk, has urged UN member states to find a political and legal mechanism to deprive Russia of its status as a permanent member of the UN Security Council over its war against Ukraine and systematic attacks on civilians.

He made the statement on May 19 during open debates of the Security Council on the protection of civilians in armed conflicts.
Melnyk stressed that Russian attacks on energy infrastructure during winter were aimed at “forcing millions of civilians into submission through cold.”
According to him, Russia also uses “double-tap” strikes, where a second attack follows the first—often targeting rescuers and medical personnel.
The diplomat also described a tactic he called “human safari.”
“Russian drone operators deliberately hunt and kill civilians in the streets, targeting ordinary people, ambulances, and humanitarian transport,” Melnyk said.
The Ukrainian side emphasizes that Russia’s actions violate international law and UN principles. However, there is currently no formal mechanism under the UN Charter to remove a permanent member of the Security Council.
