Overall, under the ERA instrument, Ukraine has already received €14 billion out of the planned €18.1 billion, with the remaining funds expected by the end of 2025. The funding is intended for social expenditures, military needs, and the country’s reconstruction.

Since February 2022, the EU has provided Ukraine with €62.5 billion in direct budgetary assistance, remaining the largest donor.

European Commission President Ursula von der Leyen announced the accelerated allocation of an additional €6 billion under the ERA program, part of which will go toward purchasing drones. The idea of a “reparations loan” is also being actively discussed — issuing bonds worth €130–140 billion secured by frozen Russian assets.

G7 countries and the EU have already provided Ukraine with about $28 billion under ERA in 2024–2025, which is an important tool for meeting the 2025 state budget needs and rebuilding the country.
