On August 8, Ukraine filed a lawsuit against Russia seeking compensation of 2.8 billion UAH, which Pivdekombank lost due to Russia’s military aggression. This was reported by the Deposit Guarantee Fund for Individuals (DGF). The bank went bankrupt back in May 2014 and was subsequently liquidated.

Overall, before the full-scale invasion, Ukrainian banks suffered losses of 84 billion UAH. DGF Managing Director Viktor Novikov noted that nearly every bank transferred to the fund since 2014 lost assets in occupied territories — real estate, loans, and securities.
The fund does not intend to accept the loss of assets and has already filed five lawsuits against Russia, two of which have been won:
- Collective lawsuit of “GREEN BANK,” “ERDE BANK,” “UKRGAZPROMBANK,” and “TAVRYKA” — for 1.9 billion UAH;
- JSC “FORTUNA-BANK” — for 498.5 million UAH.
Three other cases are pending in courts of first instance, including lawsuits for losses of “PROMEKONOMBANK” (651 million UAH) and a collective lawsuit of “KYIVSKA RUS,” “AKTYV-BANK,” “ENERGOBANK,” and “BANK PETROKOMMERZ-UKRAINE” (over 920 million UAH).
Positive court rulings are forwarded to the enforcement service and can be executed in jurisdictions where frozen Russian assets are held. Meanwhile, losses incurred by banks during the full-scale war will be compensated through the International Loss Registry RD4U, which currently accepts applications only from individuals.
