American senators plan to introduce a bill on sanctions against Hungary amid the blocking of aid to Ukraine and energy cooperation with Russia, the Financial Times reports.

The initiative is being prepared by Democrat Jeanne Shaheen and Republican Thom Tillis. The document, titled “Putin’s Block,” предусматривает financial sanctions and visa restrictions for Hungarian officials involved in purchasing Russian energy resources and obstructing support for Ukraine. If adopted, U.S. President Donald Trump will be required to impose these restrictions.
The bill appeared after Prime Minister Viktor Orbán’s decision to block an EU loan for Ukraine worth €90 billion ahead of parliamentary elections. Despite Europe’s policy of abandoning Russian energy resources, Hungary and Slovakia have, on the contrary, increased their dependence on them.
Tillis emphasized the importance of unity among allies and stopping the financing of Russia’s war. Shaheen, in turn, criticized U.S. Vice President J.D. Vance’s plans to visit Hungary, accusing its authorities of supporting Russia’s war machine.
The document does not directly mention Orbán — the list of individuals subject to sanctions will be determined by the U.S. administration. The Hungarian government has not yet commented on this initiative.
