🔍 According to DW, the tribunal is designed to investigate the actions of the highest leadership of russia and belarus, who planned and implemented the invasion of Ukraine. Among the suspects are about 20 high-ranking officials, including putin, mishustin, lavrov, and others

🛡️ Although heads of state have formal immunity, investigative actions continue. At the same time, human rights defenders warn that without lifting immunity, an arrest warrant cannot be issued, which creates a dangerous precedent

🌍 The tribunal is to be located in The Hague, formally created based on the Council of Europe, with jurisdiction granted by Ukraine. However, its launch remains in question

🇺🇸 After Donald Trump’s victory, the United States withdrew from the Core Group, which was developing the concept of the tribunal. Therefore, Washington is likely not to participate in the initiative—either politically or financially. This was a serious blow to the project

⚖️ The Special Tribunal now finds itself between legal mechanisms and political reality. Whether it will be able to start operating remains an open question
