The UN has published its annual report on sexual violence in armed conflicts, in which military structures of Russia and Israel have been included in the so-called “blacklist” for the first time.

The list includes organizations and units suspected of involvement in sexual violence during hostilities. In total, 77 entities from various countries were added to the list.
The document states that the number of reported cases of sexual violence in 2025 increased compared to the previous year.
Regarding Russia, the report refers to cases of violence against prisoners of war and civilians during the war against Ukraine. It also notes that UN representatives were restricted from accessing certain locations and victims, although they managed to verify hundreds of incidents, mostly involving men.
In Israel, the basis for inclusion in the list was allegations of treatment of detained Palestinians. The country’s authorities have rejected these accusations.
The UN Secretary-General had previously warned both sides about possible inclusion in the list if no changes occurred.
Following the publication of the report, both Russia and Israel expressed disagreement with the findings and criticized the UN decision.
