The buffer zone envisions a demilitarized area separating regions controlled by Kyiv and Russia. The U.S. plans to conduct surveillance using drones, satellites, and other intelligence means, coordinating actions with other countries. Military presence in the zone could belong to non-NATO states, such as Saudi Arabia or Bangladesh. American troops will not be stationed on Ukrainian territory.
The plan is at the preliminary discussion stage and requires approval from the presidents of Ukraine and Russia, as well as leaders of the involved countries. Key challenges include defining response triggers and establishing rules for the use of force. Negotiations are led by U.S. Air Force General Dan Kane, and discussions also cover deterrence, training, and defense-industrial cooperation.
