81% of Ukrainians believe that the country did too little to prepare for the full-scale Russian invasion.

Among those who think Ukraine acted insufficiently before Russia’s invasion, 37% rate the efforts as partially insufficient, while 44% are convinced that the preparation was completely insufficient.

The share of respondents who believe Ukraine was rather or fully prepared is 16%. Of these, 14% consider the efforts rather sufficient, though with some miscalculations, and 2% believe the preparation was fully sufficient.

Respondents who answered that Ukraine did rather or completely insufficiently to prepare were asked an additional question about the possible reasons, in their opinion.

The survey results show that there is no clear consensus among the population regarding the causes of inadequate preparation for the invasion. The largest share of respondents mentioned that the political authorities failed to make the necessary efforts (46% among those who believe Ukraine was unprepared; in February 2025, it was 41%).

In addition, a significant number of respondents said that the population itself did not believe or prepare (35%, in February 2025 – 32%), that Russia had excessively large resources (21%, previously – 15%), the influence of pro-Russian forces and agents (17%, previously – 21%), that military leadership did not make sufficient efforts (15%, previously – 13%), insufficient support from the West (15%, previously – 16%), and that it was objectively impossible to prepare and account for everything during that period (14%, previously – 10%).
