This was reported by the Head of the Defense Intelligence of Ukraine (DIU), Lieutenant General Kyrylo Budanov, during his speech at a panel discussion at the annual meeting of Ukrainian ambassadors titled “Intelligence, Security, Diplomacy: A Common Strategy for Victory.” He added that preparations are being carried out in all areas.

“A total mobilization of the politics, economy, and society of the russian federation is underway to prepare for a future large-scale war,” said Kyrylo Budanov.
According to him, within the framework of military reform, russia has already created two new military districts – the Moscow and Leningrad districts. The formation of new divisions, units, and military formations is also planned.
What Russia plans
Budanov is convinced that moscow seeks to undermine the existing global security and economic order. To this end, it is increasing its presence in Africa through proxy forces – the Wagner PMC and the so-called “African Corps,” and also supports authoritarian regimes and terrorist groups around the world.
In addition, the russians are conducting hybrid information and cyberattacks outside their country, using controlled media and opinion leaders to interfere in the democratic processes of other states.
“Moscow aims to impose its own vision of the future world order on countries, where ‘great’ powers, above all – the russian federation, possess full power, a monopoly on all critical resources, and determine the fate of the world within a closed circle,” emphasized Kyrylo Budanov.
