The occupiers are trying to formally legitimize control over the Zaporizhzhia NPP, creating conditions for the resumption of electricity production and connection of the plant to the Russian power grid.

According to the ISW, Acting Head of the Upper Don Directorate of Rostechnadzor Andriy Tyurin visited the Zaporizhzhia NPP to discuss operational and safety issues. He reported that a license to operate Unit 2 of the NPP is planned to be issued “within the next month.” In June, Rostechnadzor already licensed Unit 1.
The occupation leadership of the plant announced the completion of the transition to a “standard organizational structure typical for Russian NPPs.” ISW analysts note that the issuance of licenses and organizational changes indicate that Russia’s efforts to restart the Zaporizhzhia NPP and connect it to the Russian power system are nearing completion.
